Implementation of a integrated software suite to assist with the development and publication of the Annual Executive Budget for 2027

Enhance transparency, efficiency, and accountability in public financial management and seeks services to develop a comprehensive Standard Operating Policy (SOP) that serves as a comprehensive guide for financial management practices within the GVI and aligns with the requirements and principles outline in the Public Finance Management ACT (PFMA) framework

Provide grants management through a software as a service ("SaaS") system to manage federal funds in compliance with 2 CFR § 200.

Build and develop econometric revenue forecasting models to project major tax revenues in the U.S. Virgin Islands, and deliver those models to the Government with training on use of the models, and the development of a five-year projection of revenue collections under baseline and alternative economic scenarios

Evaluate, develop and implement a plan to increase the efficiency of core business functions within the Division of Personnel, Department of Property and Procurement, Department of Finance and the Office of Management and Budget.

Assist in the performance assessment of agencies including the evaluation of operations, staff and specific programs.

Develop a Comprehensive Government Transparency Website.

To Provide generator maintenance service for back-up powered generator located at OMB main office in downtown, 5041 Norre Gade, St. Thomas US Virgin Islands

Provide project management as it relates to Construction Contract No. C009DOFT19(ACC) pertaining to renovations at 2314 Kronprindsens Gade (DOF) for additional workspace for OMB.

Upgrade and replace IT infrastructure and equipment.

To develop econometric revenue forecasting models.

Create a plan geared to promoting long-term economic growth and resiliency to external economic shock and natural disasters.

To create new office spaces and update bathroom at the OMB Main building located at 41 Norre Gade on St. Thomas USVI.

Replace the Generator necessary to accommodate the needs of OMB.

To Provide Exterminating Services to Various Departments / Agencies of the Government of the Virgin Islands in the St. Thomas/ St. John District.
