The Department of Property and Procurement (“DPP”) issued its revised Procurement Manual on November 21, 2022, in accordance with its acquisition and contract authority pursuant to Title 31, Chapter 23 of the Virgin Islands Code. Since then, the DPP has found it necessary to update various sections of the Procurement Manual as indicated in the attached Memo/Schedule of Revisions. These revisions align with the DPP’s goal of providing clear guidance to effectuate a more efficient acquisition and contract process. To that end, your compliance with the changes and continued cooperation is greatly appreciated.
This Revision #1 to the Procurement Manual, effective July 31, 2023, supersedes and replaces all previously issued versions, memoranda, and correspondence on the same subject matter. Effective Monday, July 31, 2023, all Executive Branch Agencies shall utilize the enclosed Revised Procurement Manual. It is also available on the DPP’s website at https://dpp.vi.gov > Forms & Documents > Procurement Manual.
