Vincent Richards serves as the Deputy Commissioner of Property & Printing (STT/STJ/WI) at the Department of Property and Procurement within the Government of the U.S. Virgin Islands. Deputy Commissioner Richards has served in this capacity for approximately 5 years. His day to day operational responsibilities include, managing the acquisition, use, and disposal of all GVI assets and real property, as well as enforcing existing laws, policy, and regulations governing such assets. He is also responsible for the management of the GVI’s numerous insurance policies that cover those assets from perils.

Mr. Richards has studied at the University of North Carolina – Charlotte and the University of the Virgin Islands. Prior to coming to the Department of Property & Procurement, he managed, owned, or partnered in a variety of business endeavors on St. Croix and St. Thomas.
