Assistant Commissioner

Jozette J. Walker, CPM®, GPM-RCA, serves as Assistant Commissioner (St. Croix) / Chief Sustainability Officer at the Department of Property and Procurement within the Government of the U.S. Virgin Islands. A GVI employee for more than nine (9) years, AC Walker has held various senior management positions including Executive Assistant to the Director (Energy Office), Deputy Director (Energy Office), and a short stint as the Executive Assistant to the Chief of Staff (Office of the Governor). Collectively, she holds more than 20 years of private and public sector experience in operations management, executive leadership/support, event and project management, sustainability, and strategic communications.

AC Walker is tasked with the strategic planning, development, and implementation of sustainability best practices and policies in the local government and is a member of the Department's Core Operations Team. Additionally, AC Walker has managerial oversight over the Divisions of Property, Printing, and Transportation. she also serves as the department's Project Manager for sustainable innovation and e-Governance. With her millennial mindset, she offers interdisciplinary proficiencies in strategic operations, business architecture, policy/program development, sustainable management, green project management, supply chain management, property management, and fleet management. Additional skillsets include advanced acumen in acquisition management, contract administration, high-level negotiations, Lean Six Sigma, and continuous process improvement standards and best practices.

Jozette holds a degree in Public Relations & Organizational Communications, as well as numerous professional certifications. She is currently a student at Florida International University - Chaplin School of Hospitality & Tourism Management working towards her B.A. in Global Sustainable Tourism with a minor in Logistics & Supply Chain Management allowing her to combine her passions for business, sustainability, and the environment for the good of the islands she loves. Additionally, she is currently enrolled in the Executive Leadership Program at Graduate School USA. Her professional designations include Certified Public Manager® (CPM), GPM360° Registered Consultant and Assessor (GPM-RCA), and Federal Acquisition Certified - Contracting Officer Representative (FAC-COR).

Ms. Walker is also a professional member of the American Academy of Certified Public Managers®, the Institute of Management Consultants USA, the International Society of Sustainability Professionals, Green Project Management® Global, and the Association for Supply Chain Management. Locally, she is a founding member of the USVI Certified Public Manager Association, Inc., the current Chair of the Board of Directors at Crucian Heritage and Nature Torusim, Inc., the Co-Chair of the TCT Energy - Built Environment Working Group, and a member of the USVI Energy Plan Steering Committee.
