Gerda D. Sebastien

Administrator, Fiscal & Personnel Services

Gerda D. Sebastien is currently the Administrator of Fiscal & Personnel Services, a position she previously held from March 1996 to January 2007. The Division of Fiscal & Personnel Services provides oversight of the Department of Property & Procurement's financial and human resources functions. Mrs. Sebastien holds an Associate of Arts, Bachelor of Arts, and Master’s in Business Administration from the University of the Virgin Islands. In addition, she holds the professional designation of Certified Public Manager (CPM) and serves as a member of the VICPM Board.

Mrs. Sebastien has held several positions in the Executive Branch such as Program Manager, Vocational, Technical, and Adult Education (Department of Education), Director of Administration & Management (Department of Tourism), Director of Business & Budget Affairs (Department of Education).  Prior to her entry to Government Service Mrs. Sebastien held managerial positions at the Virgin Islands Telephone Corporation (VITELCO) for a period of 12 years (1984-1996).  She is a proud recipient of the Alpha Kappa Alpha Sorority Generations of Excellence Award (2011) and the Employer Support for the Guard Seven Seals Award (2019).
